Kenyataan Akhbar MYXpats Centre 14 Disember 2015

  1. Malaysia Expatriate Talent Service Centre (MYXpats Centre) telah dibuka pada 1 Julai 2015. Ia merupakan pusat sehenti yang memproses permohonan dan mengeluarkan semua Pas Pekerjaan (EP) dan pas berkaitan EP yang lain bagi para ekspatriat yang bekerja di Malaysia. Pusat ini diuruskan bersama oleh Jabatan Imigresen Malaysia dan Talent Corporation Malaysia (TalentCorp), dan diselia oleh Kementerian Dalam Negeri.

  2. Berdasarkan kepakaran bersama Jabatan Imigresen dan TalentCorp, semakan keselamatan individu yang memohon EP dijalankan oleh Jabatan Imigresen manakala TalentCorp menilai kesesuaian pemohon bagi jawatan yang dipohon, berdasarkan keperluan industri dan majikan.

  3. Walaupun MYXpats Centre memberi tumpuan bagi menyediakan perkhidmatan imigresen kepada ekspatriat yang cepat, cekap dan mesra pengguna, yang mana lebih daripada 75 peratus permohonan EP telah diluluskan dalam tempoh lima hari menurut piagam pelanggan sejak ia memulakan operasi, kami juga mempunyai proses yang ketat bagi memastikan, pada masa yang sama, keselamatan negara terjamin.
     
  4. Baru-baru ini, kakitangan kami di MYXpats Centre telah mengesan lapan kes permohonan EP yang melibatkan industri Pembinaan, Pembuatan dan Perlombongan, yang menggunakan surat sokongan palsu daripada badan-badan kawal selia industri serta dokumen sokongan lain yang palsu. Jabatan Imigresen tidak berkompromi mengenai isu ini. Segala permohanan ekspatriat hendaklah dibuat secara telus. Syarikat bertanggungjawab di atas setiap permohonan ekspatriat yang dibuat walaupun permohonan tersebut dibuat melalui agen.

  5. Pihak MYXpats Centre telah membuat laporan polis mengenai kes-kes ini dan siasatan sedang dijalankan di bawah Seksyen 468 Kanun Keseksaan kerana membuat pemalsuan bagi tujuan penipuan. Jika didapati bersalah, pesalah boleh dikenakan hukuman penjara tidak melebihi tujuh tahun dan denda. Sementara menunggu hasil siasatan pihak polis, kami tidak akan teragak-agak mengambil tindakan lain termasuk menyenarai hitam syarikat dan wakil-wakil yang terbabit.

  6. Saya ingin menegaskan bahawa kerajaan Malaysia komited untuk memperkemas dan meningkatkan penyampaian perkhidmatan imigresen untuk para ekspatriat, terutamanya mereka yang mempunyai kepakaran yang diperlukan oleh sektor keutamaan dalam menerajui transformasi ekonomi Malaysia. Kami akan terus bekerjasama rapat dengan para majikan terkemuka untuk memenuhi keperluan perniagaan mereka di samping mengimbangi keperluan keselamatan.

  1. The Malaysia Expatriate Talent Service Centre (MYXpats Centre) was opened on 1 July 2015. It is a one-stop centre that processes and issues all Employment Pass (EP) applications and other EP-related passes for expatriates working in Malaysia. It is jointly managed by the Immigration Department of Malaysia and Talent Corporation Malaysia (TalentCorp), and overseen by the Ministry of Home Affairs. 

  2. Utilising the joint resources of the Immigration Department and TalentCorp, security vetting of individuals applying for EP are carried out by the Immigration Department while TalentCorp evaluates the suitability of the applicants for the positions they are applying for, based on the needs of the industry and employer. 

  3. While MYXpats Centre focuses on providing fast, efficient and service-driven expatriate immigration services, with more than 75 percent of EP applications approved within the five-day client charter since it started operations, we have also put in place a rigorous process to ensure that our national security is safeguarded at the same time. 

  4. Recently, our personnel at MYXpats Centre have detected eight cases of EP applications involving the Construction, Manufacturing and Mining industries which used falsified letters of support from industry regulatory bodies and other fraudulent supporting documents. The Immigration Department takes this issue very seriously and will not compromise on the matter. All EP applications must be genuine and made in a transparent manner. Companies are responsible for their applications, including those submitted on their behalf by agents. 

  5. MYXpats Centre have lodged police reports on these cases and investigation is currently underway under Section 468 of the Penal Code  for forgery for the purposes of cheating. If found guilty, offenders shall be punished with an imprisonment term not exceeding seven years, and shall also be liable to a fine. Pending the outcome of the ongoing police investigation, we will not hesitate to take other actions including blacklisting the companies and representatives involved.  

  6. I wish to reiterate that the Malaysian government is committed to streamline and enhance the immigration service delivery for expatriate talent, especially those with expertise needed by priority sectors spearheading Malaysia’s economic transformation. We will continue to work closely with leading employers to meet their business needs while balancing security requirements.
